Infrastructure Management System

The City of Pembroke is located along the Ottawa River in the Ottawa Valley of Eastern Ontario. The City comprises an area of 14.35 km2 and has a population of 13,930 with 6,351 private dwellings (2006 census) .

In 2000, Hunter GIS implemented a hosted corporate-wide web-based Infrastructure Management System (IMS) based on the Autodesk MapGuide platform and comprehensive Hunter GIS solutions. Implementation of an automated IMS at the City of Pembroke provides secure password accessible on-demand access to City infrastructure information to all City of Pembroke employees, work crews and stakeholders. City of Pembroke data sets and Solutions continue to be maintained on Hunter’s web servers in Mississauga, Ontario. Hunter provides remote support and on-site training to staff for all solutions.

Work has included acquisition and web hosting of orthophotos (2000, 2005 and 2008), base mapping, parcel tax assessment (and live access to OASYS), notification, zoning, building permits, development tracking and infrastructure management (water and sewer).

The public is also provided with web access to common orthophoto and map resources maintained on the Hunter GIS website through the City’s website at www.pembroke.ca.

Highlights over the Years

2003: Implementation of service request tracking for August 2003 Rainstorm Damage (100 year) including: basement sewer backup, basement stormwater inflow, flooding and roadway culvert erosion.

2004: The City implemented a Hunter GIS prepared orthophoto based Autodesk Map Solution on a Tablet PC for field asset data collection and editing of graphic and linked infrastructure attribute data.

2005: Hunter GIS supervised contract acquisition of colour aerial photography, control surveys and orthophoto and digital terrain mapping for website update. Completion of NAD 27 to NAD 83 mapping coordinate transformations on all Pembroke GIS datasets.

2006: Hunter GIS undertook processing and web enabling of field collected water and sewer infrastructure data. Work involved preparation of EPANET.INP files for network analysis and display in MapGuide.

2008: Participation in Eastern Ontario Orthophoto acquisition project on behalf of the City of Pembroke. First municipality to load the orthophoto datasets.

2008-2010: In 2008, 2009 and 2010, three day on-site training sessions were provided to staff in support of their desktop software and hardware troubleshooting, annual field data collection initiatives, implementation of data capture routines and integration into the Enterprise GIS infrastructure. These sessions also included meetings with department managers for strategic planning including set out of methodologies to advance ongoing corporate-wide GIS support initiatives.

Hunter GIS provided training to Building department staff in entering various Permits using the desktop browser and PDA devices.

In 2010, Hunter GIS will be fully implementing Service Request Tracking into Public Works.

Hunter GIS routinely provides web access at City discretion to third parties including Ottawa River Power Corporation and special project consultants. This work also includes preparing current project support infrastructure datasets from Public Works.

What the client said....

In 2009 the City looked at moving the hosted web GIS onsite. However, they recognized that Hunter delivers a lot of value added in systems operations, trouble shooting and technology support, especially with the City Autodesk suite of design software.

Pembroke continues to be very happy with Hunter’s comprehensive GIS and CAD support services. Hunter also provides additional knowledge based support on-demand during peak design and emergency events.
