Natural Environmental Assessment - Palgrave Estates Residential Policy Area
Hunter and Associates was selected in 1997 from a competition of 28 environmental, planning and engineering consulting firms to undertake the Palgrave Estate Residential Policy Area Study - Natural Environmental Assessment.
After extensive environmental research, this study was completed in 1979.

Nitrate Modelling
The Natural Environmental Assessment Study was followed in 1980 by the development of a nitrate model for sandy soil to evaluate the potential for groundwater contamination (nitrate) in the Northern Stratified Drift of the Palgrave Estate Residential Policy Area.
This nitrate study provided additional information for assessment of allowable rural estate residential densities on ‘sand to water’ table sites.
This nitrate modelling preceded by many years the subsequent but similar policy adoption by Ontario Ministry of the Environment.

Official Plan Amendment No. 5 (1980)
Hunter and Associates participated in the preparation of Official Plan Amendment No. 5 to the Town of Caledon Official Plan (1980). This amendment set out the detailed environmental planning policies for the Palgrave Estate Residential Policy Area.

Rural Estate Residential Environmental Package Preparation and Review
Hunter and Associates' participation in the Town of Caledon environmental planning process has involved the review and preparation of full environmental packages as required by the Town of Caledon Official Plan.
This work included the production of a series of 1:1,000 scale environmental maps and a comprehensive environmental report.
Work also involved preparation for, and presentation at, public information meetings, participation throughout the subdivision planning process, and assistance with Official Plan Amendments, subdivision agreements, drafting of zoning by-laws, environmental monitoring, inspections and engineering design.
Communications were undertaken as required with the Ministry of Natural Resources, Ministry of the Environment, the Metropolitan Toronto and Region Conservation Authority, Region of Peel Health Department, Region of Peel Planning Department, Ministry of Transportation, and the Planning Department, Engineering Department and Council of the Town of Caledon.
We have also prepared evidence and appeared before the Ontario Municipal Board where necessary.
However, this has been required only once for resolution of a Palgrave Estate Residential Policy Area Official Plan environmental planning issue.

Hunter and Associates has advised the Town of Caledon and individual proponents on the adequacy of environmental application support documents and on the overall approval process including support and/or participation in Ontario Municipal Board Hearings where required.

Geographic Information Systems
In conjucnction with Hunter GIS, Hunter and Associates has provided corporate outsourcing services to the Town of
Caledon and private agencies.
Hunter and Associates has prepared a comprehensive GIS database for the Palgrave Estate Residential Area and for
the Town of Caledon. This GIS database supports Caledon's environmental planning and land development process.
To date this GIS database includes the following essential components:
- Digital Ontario Basic Mapping
- A full parcel fabric, including property ownership information.
- A digital hydrogeochemistry database for surface and groundwater quality data.
- Ontario water well record digital database edited to Ontario Base Maps and Assessment Roll and updated.
- Comprehensive borehole, water well and surface water level files for regional and site specific hydraulic modelling.
- Population, water supply and nitrate loading models for the Palgrave Estate Residential Area.
- Various resource and planning policy coverage themes, including agricultural soils and surficial geology.
- Draft plan applications and supporting environmental mapping.
- A variety of spatial and tabular queries in support of the environmental planning process.
Hunter and Associates updates its Caledon GIS database on a regular basis.
Updates are project and assignment driven.
These GIS databases provide rapid access to past environmental monitoring data in support of the environmental planning process.
Databases and planning documents are now being made web accessible.

Town of Caledon Rural Estate Residential Subdivision Manual (1988)
Hunter and Associates initiated preparation of a Rural Estate Residential Subdivision Manual, including Planning and Environmental Policies with Application Requirements, for use throughout the Town of Caledon. (Draft form only).

Official Plan Amendment No. 114 (1991)
Hunter and Associates, on behalf of Town of Caledon, prepared population growth forecasts for various planning alternatives and undertook a comprehensive review of the Palgrave Estate Residential Area policies and prepared draft Official Plan updates for review with Town Planning staff, Management Committee, public interest groups and other stake holders.
These policies were accepted and adopted by Council (Official Plan 114, September 1991).

Rural Service Centre Hydrogeological Background Study (1999)
As part of the background work for the Rural Service Centre Study, Hunter and Associates undertook a hydrogeological study on behalf of the Town of Caledon.
This study identified the hydrogeological opportunities and constraints of the rural settlements of Mono Mills, Cheltenham, Caledon Village, Inglewood and Alton.

Official Plan Amendment No. 124 (1997) - Communal Sewage Treatment Systems
Hunter and Associates undertook a further review of Official Plan Amendment No. 114.
Draft policies regarding residential clustering and Communal Sewage Treatment Systems for the Palgrave Estate Residential Community were prepared.
These policies have been incorporated into Official Plan Amendment No. 124, adopted by Council.
Palgrave Estate Residential Policies were reviewed within a comprehensive Ontario Municipal Board Hearing and finally approved August 1, 1997, save and except the Matchett Property (see below).

Official Plan Environmental Policies - OMB Hearing (1998) ‘Matchett Property’
Hunter and Associates prepared evidence and appeared before an Ontario Municipal Board Hearing with regard to the ‘Matchett Property’ (Part Lot 20 Concession IX, Town of Caledon) and Fill By-law 96-03.
A decision was rendered at the end of the Hearing and all policies with regard to the Palgrave Estates Residential area are now approved.
